North Lincolnshire Council needs an independent viability assessment of its emerging Local Plan to 2043, testing whether proposed policies and site allocations are financially deliverable. The assessment must cover policy requirements including affordable housing, biodiversity net gain, recreation mitigation, education, health, open space and transport across different site types and market areas.
