Blackburn with Darwen Council wants certified CliftonStrengths coaching, collaborative leadership facilitation, and a Train-the-Trainer programme to build leadership capacity across Pennine Lancashire. The work is part of Sport England's Place Partner programme and runs for one year from April 2026.
