Universities, NHS trusts, research institutes, regulators and testing laboratories are the buyers, and a notice is frequently for a specific instrument with a maintenance and calibration contract attached, which is where the longer term value sits. Because the requirement is technical, the specification is often written around what the buyer already owns; a supplier who can read that early saves the cost of a bid that could not have been won. Manufacturers and their authorised distributors compete here on much the same terms.
