Tower Hamlets is recommissioning its adult drug and alcohol treatment and recovery system as a single integrated contract. The service must combine treatment, prescribing, psychosocial interventions, outreach, recovery support, and criminal-justice case management, with pathways for rough-sleeping, mental health, and other vulnerable groups.
