Neither the notice nor the buyer's details name a region, so these are listed here rather than left off every page. A digest or saved search includes them only if you ask it to.
Notices where the published record does not say where the work is. No delivery address was given, the text names no place, and the buyer's own record carries no region, so nothing about the location can be stated without guessing at it.
They are kept together on their own page rather than assigned to a region or dropped, because a notice on no page at all is invisible for the wrong reason. Many are smaller local contracts, and the notice itself usually makes the location obvious as soon as it is opened. Subscribers choose whether these appear in the weekly digest; the setting is off unless it is turned on.
